In India, Jhpiego works across various states in close collaboration with national and state governments,providing technical assistance in the areas of family planning, maternal and child health, strengthening
human resources for health, and non-communicable diseases. These programs are funded by USAID,Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children's Investment Fund
Foundation (CIFF), MSD for Mothers and others.
Responsibilities
Leadership and Strategy
Support the Country Lead in driving the development of the strategic vision, priorities, and
activities of the Learning for Action & Data Science division.
Implement strategy and guide MERL team members and program staff on evaluation
methodologies, research design, and data analysis techniques in the allocated Technical Areas
(MNCH, Cancer, etc).
Foster a culture of learning and evidence-based decision-making across the organization.
Work collaboratively with key MNCH Program staff in program planning for M&E activities,budgets, timelines, and level of effort requests
Monitoring and Evaluation
Supporting and overseeing the design and implementation of monitoring and evaluation
frameworks for MNCH programs and projects, including the development of indicators, data
collection tools, and reporting mechanisms.
Development of M&E frameworks for the MNCH, Women's cancer, etc technical portfolios
Lead the development of a data collection system, analysis, and interpretation of quantitative and
qualitative data to assess program effectiveness, outcomes, and impact.
Ensure the timely reporting of evaluation findings to stakeholders, including donors, partners, and
internal teams.
Ensure quality, consistency and adherence to the Jhpiego Monitoring, Evaluation and Research
standards and best practices across the programs to make data audit-worthy.
Research and Learning
Oversee research activities, including literature reviews, data collection, and analysis, to generate
evidence and inform program design and implementation.
Development of Learning agenda for MNCH, Women's cancer, etc
Manage the ethical review process and serve as Principal Investigator or co-investigator as
appropriate.
Facilitate knowledge sharing and dissemination of research findings internally and externally
through publications, presentations, and conferences.
Collaborate with external research partners and academic institutions to leverage expertise and
resources for research initiatives.
Team Management
Ability to manage multi-location MERL teams of multiple projects/ functions allocated by the
country lead or management.
Able to comply with & apply personnel policies and procedures of Jhpiego and JHU and ensure
the team adopted the same.
Capacity Building and Training
Provide technical guidance and support to MERL staff and program teams on research
methodologies, data management, and analysis techniques.
Support in developing and delivering training sessions and workshops to build capacity on Data
compliance, IRB-PI, and MERL-related areas within the organization.
Support in running the Monitoring Evaluation Research and Analytics Community of Practice
Promote a culture of continuous learning and improvement by facilitating reflection sessions and
lessons-learned exercises.
Collaboration, Networking
Build and maintain effective partnerships with donors, government agencies, NGOs, and other
stakeholders to enhance collaboration and resource mobilization for MERL activities.
Represent the organization in relevant forums, conferences, and working groups to share best
practices, contribute to knowledge exchange, and stay updated on emerging trends in MERL.
Organizational Development & New Program Development
Support in building reference documents for data, indicators, data privacy compliances, MERL
Tool kits.
Manage organization of Writing Workshops, Webinars, and Journal Clubs to prompt participation
of field staff in writing scientific manuscripts, review articles and program abstracts.
Assist as needed in M&E-related aspects of business development, materials development, and
knowledge management.
Required Qualifications
Graduate in Science and Preferably Masters in epidemiology, statistics or public health.- 15 years of experience, at least five year of relevant professional experience working with
international health program/ organization especially in the field of Monitoring and Evaluation
activities.
At least two years of experience in supporting operational research protocols and conducting
surveys and data collection in health sector.
Understanding of Global Health and development approaches with willingness to learn the technical
side of program implementation.
